Congressional GOP Back President's Proposal to Overhaul Obamacare

US senators are meeting during the weekend for the initial time since the government shutdown began more than a month ago, but hopes for a bipartisan agreement on how to end the standoff appeared to diminish as Republican senators proposed a proposal unacceptable to Democrats: scrapping the ACA, called Obamacare.

Deepening Impact of Federal Closure

The effect on Americans from the lengthiest shutdown of the US government in history worsened on Saturday, as federal workers went unpaid, airlines were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for forty-two million Americans.

President's Proposal from Florida Resort

As Saturday's meeting got started, GOP senators welcomed a suggestion made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be substituted by health savings accounts.

"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Support

Multiple Republican senators praised the plan, which is similar to a replacement for Obamacare put forward in 2017.

"We're going to replace this failing program with something that is actually better for the consumer," one senator said.

Another senator commended Trump's suggestion on online platforms, and stood next to a giant blow-up of Trump's post as he addressed on the Senate floor.

"I am drafting the bill right now," a third senator posted in response to Trump's proposal. "We must stop taxpayer money from going to insurance companies and instead give it directly to Americans in HSA-style accounts and let them buy the health care they want."

Democratic Reaction

Democratic senators expressed alarmed responses to Trump's proposal.

"In other words, Donald Trump's 'concept of a plan' for health care is yet another cynical attempt to repeal Obamacare," one Democratic senator stated. "It's the same failed Republican plan that's been defeated by voters and Congress."

Another lawmaker responded to the criticism of carriers by posting: "Oh, Trump and the Republicans can't stand how the big, bad insurance companies are ripping-off Americans. Really? In that case I welcome your support for universal healthcare."

Continuing Talks

The Senate adjourned without reaching a resolution, but Senate Republican leaders have indicated an willingness to an emerging plan from a small group of centrist lawmakers to terminate the shutdown in return for a later vote on the ACA subsidies.

One Democratic senator, who is leading the talks among centrists, said that Democrats "need another way ahead" after Republicans rejected an proposal to restart the government and extend the subsidies for a year.

Another leading Democratic lawmaker continued in maintaining that Republicans should accept a one-year extension of the subsidies before negotiating the long-term of the subsidies.

"Inaction is irresponsible because people will go into debt, people will lose insurance, people will get sicker," the senator said in a floor speech. "That's what will happen if this Congress fails to act."

Partisan Dynamics

Not one of the Republican senators seemed to grapple with the fact that patients would still need to buy plans from the same carriers, or that Republican lawmakers need the backing of several Democrats to reopen the government, and the concept of repealing and substituting Obamacare with savings accounts is unlikely to earn a solitary Democratic vote.

Some analysts suggested that the core of such a plan would eliminate the ACA's requirement that insurance companies cover individuals with existing health issues.

After his resort visit, Trump returned to his residence and reiterated on his demand that Republicans stop seeking agreement and try instead to eliminate and overhaul Obamacare with a version of the proposal that was unsuccessful to garner enough backing in 2017.
